Young was a senator from Ohio and was a Democrat. He served from 1959 to 1970.

He was previously the representative for Ohio’s at-large district as a Democrat from 1949 to 1950; the representative for Ohio’s at-large district as a Democrat from 1941 to 1942; and the representative for Ohio’s at-large district as a Democrat from 1933 to 1936.
