Stevens was the representative for Pennsylvania’s 9th congressional district and was a Republican. He served from 1865 to 1869.

He was previously the representative for Pennsylvania’s 9th congressional district as a Republican from 1863 to 1865; the representative for Pennsylvania’s 9th congressional district as a Republican from 1861 to 1863; the representative for Pennsylvania’s 9th congressional district as a Republican from 1859 to 1861; the representative for Pennsylvania’s 8th congressional district as a Whig from 1851 to 1853; and the representative for Pennsylvania’s 8th congressional district as a Whig from 1849 to 1851.
