He was previously the representative for Virginia’s 5th congressional district as a Democrat from 1935 to 1946; the representative for Virginia’s at-large district as a Democrat from 1933 to 1934; and the representative for Virginia’s 5th congressional district as a Democrat from 1931 to 1933.
