Claiborne was the representative for Virginia’s 17th congressional district and was a Republican. He served from 1803 to 1805.

He was previously the representative for Virginia’s 8th congressional district as a Republican from 1801 to 1803; the representative for Virginia’s 8th congressional district as a Republican from 1795 to 1799; and the representative for Virginia’s 8th congressional district as a Republican from 1793 to 1795.
