From Dec 1853 to Mar 1857, Flagler missed 311 of 1,336 roll call votes, which is 23.3%. This is on par with the median of 25.3% among the lifetime records of representatives serving in Mar 1857. The chart below reports missed votes over time.
We don’t track why legislators miss votes, but it’s often due to medical absenses, major life events, and running for higher office.
