Moore was the representative for South Carolina’s 8th congressional district and was a Republican. He served from 1815 to 1817.

He was previously the representative for South Carolina’s 7th congressional district as a Republican from 1811 to 1813; the representative for South Carolina’s 7th congressional district as a Republican from 1807 to 1811; the representative for South Carolina’s 7th congressional district as a Republican from 1805 to 1807; the representative for South Carolina’s 7th congressional district as a Republican from 1803 to 1805; and the representative for South Carolina’s 6th congressional district as a Republican from 1801 to 1803.
