Campbell was the representative for New York’s 9th congressional district and was a Democrat. He served from 1893 to 1895.
He was previously the representative for New York’s 8th congressional district as a Democrat from 1891 to 1893; the representative for New York’s 8th congressional district as a Democrat from 1887 to 1889; and the representative for New York’s 8th congressional district as a Democrat from 1885 to 1887.
