Smith, a Whig, was a senator from Connecticut from 1849 to 1855.

He was previously the representative for Connecticut's 4th congressional district (1847-1849); the representative for Connecticut's 4th congressional district (1845-1847); and the representative for Connecticut's 5th congressional district (1839-1843).
