Smith was a senator from Connecticut and was a Whig. He served from 1849 to 1855.

He was previously the representative for Connecticut’s 4th congressional district as a Whig from 1847 to 1849; the representative for Connecticut’s 4th congressional district as a Whig from 1845 to 1847; and the representative for Connecticut’s 5th congressional district as a Whig from 1839 to 1843.
