Townsend was the representative for Pennsylvania’s 6th congressional district and was a Republican. He served from 1875 to 1877.
He was previously the representative for Pennsylvania’s 7th congressional district as a Republican from 1873 to 1875; and the representative for Pennsylvania’s 7th congressional district as a Republican from 1869 to 1873.
