Whitthorne was the representative for Tennessee’s 7th congressional district and was a Democrat. He served from 1889 to 1891.

He was previously the representative for Tennessee’s 7th congressional district as a Democrat from 1887 to 1889; a senator from Tennessee as a Democrat from 1886 to 1887; the representative for Tennessee’s 7th congressional district as a Democrat from 1881 to 1883; the representative for Tennessee’s 7th congressional district as a Democrat from 1877 to 1881; the representative for Tennessee’s 7th congressional district as a Democrat from 1875 to 1877; the representative for Tennessee’s 6th congressional district as a Democrat from 1873 to 1875; and the representative for Tennessee’s 6th congressional district as a Democrat from 1871 to 1873.
