Barnum was a senator from Connecticut and was a Democrat. He served from 1876 to 1879.

He was previously the representative for Connecticut’s 4th congressional district as a Democrat from 1873 to 1875; and the representative for Connecticut’s 4th congressional district as a Democrat from 1867 to 1873.
