Brown was the representative for Virginia and was an Unconditional Unionist. He served from 1863 to 1865.

He was previously the representative for Virginia’s 10th congressional district as an Unionist from 1861 to 1863; the representative for Virginia’s 15th congressional district as a Democrat from 1847 to 1849; and the representative for Virginia’s 15th congressional district as a Democrat from 1845 to 1847.
