Cogswell was the representative for Massachusetts’s 6th congressional district and was a Republican. He served from 1895 to 1897.
He was previously the representative for Massachusetts’s 6th congressional district as a Republican from 1893 to 1895; the representative for Massachusetts’s 7th congressional district as a Republican from 1891 to 1893; the representative for Massachusetts’s 7th congressional district as a Republican from 1889 to 1891; and the representative for Massachusetts’s 7th congressional district as a Republican from 1887 to 1889.
