Cramer was the representative for Florida’s 8th congressional district and was a Republican. He served from 1967 to 1970.

He was previously the representative for Florida’s 12th congressional district as a Republican from 1963 to 1966; and the representative for Florida’s 1st congressional district as a Republican from 1955 to 1962.
