Crawford was the representative for North Carolina’s 10th congressional district and was a Democrat. He served from 1907 to 1909.

He was previously the representative for North Carolina’s 9th congressional district as a Democrat from 1899 to 1901; the representative for North Carolina’s 9th congressional district as a Democrat from 1893 to 1895; and the representative for North Carolina’s 9th congressional district as a Democrat from 1891 to 1893.
