He was previously the representative for Pennsylvania’s 10th congressional district as a Republican from 1925 to 1927; the representative for Pennsylvania’s 10th congressional district as a Republican from 1923 to 1925; the representative for Pennsylvania’s 9th congressional district as a Republican from 1915 to 1923; and the representative for Pennsylvania’s 9th congressional district as a Republican from 1909 to 1915.
