Hess was the representative for Ohio’s 2nd congressional district and was a Republican. He served from 1951 to 1960.

He was previously the representative for Ohio’s 2nd congressional district as a Republican from 1939 to 1948; the representative for Ohio’s 2nd congressional district as a Republican from 1931 to 1936; and the representative for Ohio’s 2nd congressional district as a Republican from 1929 to 1931.
