Maclay was the representative for New York’s 5th congressional district and was a Democrat. He served from 1859 to 1861.

He was previously the representative for New York’s 5th congressional district as a Democrat from 1857 to 1859; the representative for New York’s 4th congressional district as a Democrat from 1847 to 1849; the representative for New York’s 4th congressional district as a Democrat from 1845 to 1847; and the representative for New York’s 4th congressional district as a Democrat from 1843 to 1845.
