He was previously the representative for Pennsylvania’s 8th congressional district as a Democrat from 1891 to 1893; the representative for Pennsylvania’s 8th congressional district as a Democrat from 1889 to 1891; the representative for Pennsylvania’s 10th congressional district as a Democrat from 1883 to 1885; the representative for Pennsylvania’s 10th congressional district as a Democrat from 1881 to 1883; and the representative for Pennsylvania’s 10th congressional district as a Democrat from 1875 to 1877.
