Phelps was the representative for New Jersey’s 5th congressional district and was a Republican. He served from 1887 to 1889.

He was previously the representative for New Jersey’s 5th congressional district as a Republican from 1885 to 1887; the representative for New Jersey’s 5th congressional district as a Republican from 1883 to 1885; and the representative for New Jersey’s 5th congressional district as a Republican from 1873 to 1875.
