Stewart was a senator from Nevada and was a Republican. He served from 1899 to 1905.

He was previously a senator from Nevada as a Silver from 1893 to 1899; a senator from Nevada as a Republican from 1887 to 1893; and a senator from Nevada as a Republican from 1864 to 1875.
