Warner was a senator from Missouri and was a Republican. He served from 1905 to 1911.

He was previously the representative for Missouri’s 5th congressional district as a Republican from 1887 to 1889; and the representative for Missouri’s 5th congressional district as a Republican from 1885 to 1887.
