Vance was a senator from North Carolina and was a Democrat. He served from 1891 to 1895.

He was previously a senator from North Carolina as a Democrat from 1885 to 1891; a senator from North Carolina as a Democrat from 1879 to 1885; the representative for North Carolina’s 8th congressional district as an Ind. Republican-Democrat from 1859 to 1861; and the representative for North Carolina’s 8th congressional district as an American from 1857 to 1859.
