H.R. 3547 (113th): Consolidated Appropriations Act, 2014
This was a vote to pass H.R. 3547 (113th) in the House. The federal budget process occurs in two stages: appropriations and authorizations. This is an appropriations bill, which sets overall spending limits by agency or program, typically for a single fiscal year (October 1 through September 30 of the next year). This vote was taken under a House procedure called “suspension of the rules” which is typically used to pass non-controversial bills. Votes under suspension require a 2/3rds majority. A failed vote under suspension can be taken again.
It was not the final House vote on the bill. See the history of H.R. 3547 (113th) for further details.
This is the Consolidated Appropriations Act of 2014, the bill that set the federal budget for fiscal year 2014.
The bill began as the Space Launch Liability Indemnification Extension Act but was used as the vehicle for the passage of the budget deal. On January 15, 2014, the House replaced the text of this bill to turn it into the Consolidated Appropriations Act. The Senate approved the change on January 16, sending the bill to the President.
The original provision of the Space Launch Liability Indemnification Extension Act was also included in the final text of the bill.
