H.R. 497: Santa Ana River Wash Plan Land Exchange Act

This was a vote to pass H.R. 497 in the House. This vote was taken under a House procedure called “suspension of the rules” which is typically used to pass non-controversial bills. Votes under suspension require a 2/3rds majority. A failed vote under suspension can be taken again.

H.R. 497 directs the Secretary of the Interior to exchange 327 acres of federal land in San Bernardino County, California, for 310 acres of land owned by the San Bernardino Valley Water Conservation District. The federal land is adjacent to existing mining operations and would allow the expansion of those aggregate mines, creating $8.5M in new infrastructure projects (widening roads, installing trails and creating water recharge projects) and a $36M increase in new jobs. In exchange, the federal government would consolidate land to enhance water storage (recharging 77 basins in the area) and conservation while protecting critical habitats for endangered and threatened species. This would be an equal value land exchange.
