S.Amdt. 340 (Daines) to H.R. 1628: To provide for comprehensive health insurance coverage for all United States residents, improved health care delivery, and for other purposes.

This amendment was proposed by Sen. Daines, R-MT in an attempt to get Democratic Senators on record as rejecting a single payer system based off of the Medicaid infrastructure said Daines on Wednesday night. It failed 0-57. This is possible because senators may vote “yay”, “nay” or “present”. Present effectively equals “nay”, but also technically allows senators to claim that they did not vote against a single payer proposal. 43 senators voted “present” thus generating the 0-57 results.
