On the Motion (Schumer Motion to Commit H.R. 1628 with Instructions)

This motion would have sent H.R. 1628 to the Senate Finance committee according to Business Insider with the intent of allowing more time for consideration. This motion certainly was an attempt to delay work on H.R. 1628 - the Democrats in the Senate said explicitly that they intended to use all the tools at their disposal to do so. This vote could also reasonably be described as an attempt to return to the "regular order" recently invoked several times by GOP Senator McCain in which bills in the Senate aren't brought to the floor until they have first been reviewed by committees, with hearings, reports and other elements of Senate procedure.

This vote was related to a bill introduced by Rep. Diane Black [R-TN6] on March 20, 2017, H.R. 1628: American Health Care Act of 2017.
