TO AMEND H.R. 1096 (16 STAT 67, 2/23/70), REGARDING THE ADMITTANCE OF THE STATE OF MISS. TO REPRESENTATION IN THE CONGRESS OF THE U. S., BY STATING THAT WHEREAS THE PEOPLE OF MISSISSIPPI HAVE ADOPTED A CONSTITUTIONAL STATE GOVERNMENT WHICH IS REPUBLICAN IN FORM; BE IT ENACTED THAT THE SAID STATE OF MISSISSIPPI IS ENTITLED TO REPRESENTATION IN THE CONGRESS OF THE UNITED STATES.
