TO AMEND S. 353 BY DECLARING VACANT ALL REGISTRATION AND ELECTION OFFICES IN UTAH UNTIL OTHER PROVISIONS ARE MADE UNDER THIS ACT BY THE UTAH LEGISLATURE, AND ALL CERTIFICATES OF ELECTION WILL BE ISSUED BY A BOARD OF FIVE PERSONS TO BE APPOINTED BY THE PRESIDENT, NOT MORE THAN THREE OF WHOM SHALL BE OF THE SAME POLITICAL PARTY. (P. 1212, 1214).
