THE SHUSTER AMENDMENT PROHIBITS THE USE OF FUNDS TO IMPLEMENT OR ENFORCE ANY REGULATION WHICH REQUIRES VEHICLES TO BE EQUIPPED WITH OCCUPANT RESTRAINT SYSTEMS OTHER THAN SEAT BELTS.
