TO AMEND H.R. 1 BY REPEALING HOUSE RULE 47, THE RULE THAT LIMITS THE PERMISSABLE OUTSIDE INCOME OF MEMBERS OF CONGRESS TO NO MORE THAN 15% OF THEIR CONGRESSIONAL SALARIES, AND THAT LIMITS THEIR INCOME FROM HONORARIA TO NO MORE THAN $750 A YEAR.
