TO AGREE TO AMEND THE HANSEN AMENDMENT TO H.R. 111 BY PROVIDING FOR CONGRESSIONAL RESTRAINTS ON PROPERTY TRANSFERS AND TAX EXPENDITURES. THE HANSEN AMENDMENT HAD SOUGHT TO REQUIRE THAT ALL EXPENSES INCURRED IN IMPLEMENTING THE TREATY BE PAID FOR OUT OF TOLL REVENUES AND REIMBURSED TO THE U.S. TREASURY, AND TO INSURE MINIMUM RATES FOR TOLLPAYERS. (MOTION PASSED).
