TO CLOSE DEBATE ON THE HELMS AMENDMENT TO S. 951, THE AUTHORIZATION OF FUNDS FOR THE DEPARTMENT OF JUSTICE FOR FISCAL YEAR 1982. THE AMENDMENT PROHIBITS THE DEPARTMENT OF JUSTICE FROM MAINTAINING SUITS INVOLVING, DIRECTLY OR INDIRECTLY, THE MANDATORY BUSING OF SCHOOL CHILDREN, AND ESTABLISHES REASONABLE LIMITS ON THE POWER OF COURTS TO IMPOSE INJUNCTIVE RELIEF INVOLVING THE TRANSPORTATION OF STUDENTS. (MOTION PASSED).
